This is a somewhat high-difficulty exposure training task.
Regarding buses or taxis, we're assuming Tokyo's seating arrangements and systems, so those in other prefectures should adapt according to their local transportation situations.
Depending on conditions, it might be possible on trains as well, but the following explanation assumes automobiles.

In this training task, your goal is to remove the panties you're wearing while inside the vehicle.

For clothing, wear a skirt for easy removal. If you're experienced with exposure, you might try wearing just a long coat without bottoms if the season permits.
Of course, not wearing stockings would be easier, but you can deliberately wear them too.

Once prepared, board the vehicle.

If executing on a bus, choose a route that becomes less crowded at the starting or ending station.
Line up at the very front of the queue at the bus stop, and secure a corner seat in the last row where all seats are in a single line to ensure a blind spot.
Relatively speaking, the edge on the driver's side, the right edge in the direction of travel, should be less visible.
At this time, if there are passengers in the same row, you'll naturally be exposed to their gaze, so wait patiently until they disembark.

Choosing a taxi means there are no other passengers, but the distance to the driver becomes very close.
The driver will also casually observe you, the sole passenger, so the difficulty is higher than on a bus.
In this case too, the seat behind the driver's seat would be easiest for finding a blind spot.

When the driver's or other passengers' eyes are averted and the opportunity comes, remove your panties without being noticed.
You are permitted to discreetly cover with items like bags or scarves.
It's best to slide them down to your knees with minimal upper body movement, then remove them with your feet.

Put the removed underwear in your bag or pocket, and disembark without panties.

Be careful not to force yourself and get into trouble.
